   According to Section 55-6 of the Town Code, each year the Planning Board shall present to the Town Council a proposed six-year capital improvement plan and a capital budget. "The Town Council by resolution shall adopt the capital improvement program" - with the first year of the program, the capital budget, to be incorporated into the Town Manager's proposed operating budget for the ensuing fiscal year.  The Planning Board has approved a capital budget and it is now ready for Council adoption.
